Lancaster Citizen Police Academy Alumni Association Rules of Conduct
POLICY – It is the policy of the Citizen Academy Alumni
Association that all members comply with the Rules of Conduct as herein stated, with the additions and amendments of these rules that
may be promulgated, with all other orders and directives, either verbal or written, which may be issued by Police authority. The violation
of any rule of conduct, procedure or lawful order, whether written or verbal, may result in expulsion from the Association.
UNBECOMING
CONDUCT – Every member shall conduct him/herself at all times, while representing the Association, in a manner which reflects most
favorably on the City of Lancaster Police Department and the association. This pertains to the perceptions of both citizens
and co-members. Conduct unbecoming a member shall include that which tends to bring the Association and /or the City of Lancaster
Police Department into disrepute, reflects discredit upon a representative of the Association, or that which tends to impair the operation
or efficiency of the Association or member(s).
COURTESY – Members shall be courteous to the public, and to co-members.
He/she shall be tactful, shall control his/her temper and exercise utmost patience and discretion, and shall not engage in argumentative
discussions, even in the face of extreme provocation. While acting as a member of the Association, he/she shall not use coarse,
violent, profane, or insolent language or gestures toward the public or fellow members. No expression of any prejudices or use
of language which might be insulting or demeaning to the public or fellow member concerning race, sex, religion, politics, national
origin, lifestyle, or similar personal characteristics will be tolerated.
CRITICISM – Members shall not criticize or ridicule
the City of Lancaster Police Department, or any other agency, by speech, in writing or by expression in any other manner, when such
speech, writing or by expression is defamatory, obscene, unlawful, or exhibits a reckless disregard for truthfulness.
INDENTIFICATION
- Members are prohibited from using their identification cards for personal or financial benefit or as a means of obtaining privileges
not otherwise available to them, or for avoiding consequences or illegal acts. Members may not lend their identification cards
to another person, or permit it to be photographed or reproduced.
DRESS CODE – Members are to wear approved “Citizen Police”
apparel that identifies them as such. Khaki, dark blue, or black pants will be worn with LCPAAA top. Shorts will be permitted
during approved events.
COMMUNICATION – Members shall not address a public gathering, appear on a radio or television,
prepare any article for publication, and/or act as a correspondent to a newspaper or periodical as a representative of the City of
Lancaster Police Department. They shall, however, be permitted to act in the name of the Association after obtaining permission
from the Citizen Academy Alumni Association Executive Board.
PUBLIC TRUST – Members shall not receive, seek, solicit or
share in any fee, reward, or other reimbursement for the performance of his/her duties, or for failure to perform duties. He/she
shall immediately report to the Association Executive Board any offer or attempt to offer money, gift or other gratuity made in an
effort to influence his/her conduct.
ASSOCIATIONS – Members shall avoid personal associations or dealings with persons
whom he/she knows, or should know, are racketeers, illegal gamblers, felons, persons under criminal investigation or indictment, or
others who have a reputation in the community for felonious or criminal behavior. The purpose of this rule is to maintain the
integrity of the member and to avoid personal relationships that would tend to impair the Operation of the Association and/or the
City of Lancaster Police Department.
LOBBYING – Members shall refrain from lobbying the local or state legislature under
the name of the Association.
USE OF ALCOHOLIC BEVERAGES – Members will not drink, or be under the influence of intoxicating
beverages, while acting on behalf of the Association. While not participating as a member of the Association, members shall
not consume alcoholic beverages to the extent that it results in behavior that would discredit him/her or the Association.
USE
OF TOBACCO PRODUCTS—Members shall not smoke or use tobacco products while conducting official business or in the presence of the public
while on duty in support of the Lancaster Police Department.
USE OF DRUGS – Members will not use any controlled substance, narcotic,
or hallucinogen, except when prescribed in the treatment of said member by a licensed physician or dentist.
LIABILITY –
Members shall not hold the City of Lancaster Police Department, or the Citizen Academy Alumni Association liable for any injury/illness
incurred while participating in any Department of Police/Citizen Alumni Association functions.
